NOTE: This mystery has a simple answer, which is this: the OCR program saw nothing beneath that redaction, because this is a scan of a REDACTED document, not an unredacted one. What almost certainly happened is that the OCR program looked at the (b)(6) & (b)(7)(C) and tried unsuccessfully to generate text based on that.
